We're struggling as a society to address the issue of police brutality and racial profiling. Are all police officers bad, certainly not. I think any reasonable person can admit that. That being said, are there unseen pressures of being a cop, beyond facing personal biases mixed with unpredictable situations? Apparently, there are. If police have quotas that they have to hit, then immediately a conflict of interest is created: protect and serve versus finding people to police.
I haven't seen this angle discussed much, but would like to hear from more police officers about the pressure of meeting quotas. If that's the case, then we need reform within these departments that hold their officers to this quantitative judgement. With something as critical as policing neighborhoods, I think we all can agree that quality is better than quantity.
